    Public-Private-Partnership. Where a private entity, Hedge Fund maybe, owns a bridge and the government uses it, runs it and pays a lease.

  6. I was sitting contemplating how ogres are like onions and now think that governments are like spinnakers. No drag on the hull and you catch up with the wind. You see no apparent wind and therefore come to a stop. With that drag, there is an apparent wind and so you can go. Great! Just minimize the drag for the maximum effectiveness. Problem is that you are driving a Cal 20, I have my 6 metre and Joe over there has an R/P 56. Heck. Larry Ellison's 70 ft cat doesn't even have a spinnaker. Problem too is that sometimes it is near dead calm and sometimes blowing a near gale. The government is a necessary harm, but I never see an acknowledgement of this, just a bellyaching that there is one. Now what do you do about maximizing it's effectiveness across a wide range of boats and a wide range of winds? It is never just that it goes away.

You called all who thought that anyone who thought that a gun was not required for self-defense and that anyone, you did not point out Wisconsin, was guilty of moron status who did not believe that a 17 year old male was mature enough to carry a firearm. That is this case. He was not mature enough to carry a firearm, legal on or legal off.
  10. Again, culture. There are areas where anyone under the age of majority may not legally carry a firearm without the supervision of an adult. In those areas, one of which is an urban area to the north of you, the concepts of self defense are different. Those morons and assholes actually have a much better record on self-defense.
  11. I bring up the context of colour in a cultural setting because of an anecdote in my life. Many of the passengers on the Underground Railway ended up in the area around Chatham, Ontario. The were given land interspersed with other farmers coming to the area at that time. In terms of Chatham, Ontario, they are Conservative Ontario Farmers with all that entails. It is only when seen out of context that they become black. This was shown in a diner one lunch when I was a lot younger when some visitors up from Detroit tried to address some of the mixed black and white senate in the corner as the senate was dealing with the terrible decisions of the politicians in Ottawa. "Hey, bro, was' happening" was of course countered with "I beg your pardon young man" from one of the black farmers. Now the attitude to blackness was in contrast to the way the black farmers were treated when they travelled to Detroit, or even to Toronto. In Chatham, it was more important that they were in no way New Democrats.
  12. You may wish to review that statement. The "melting pot" does not seem to have worked. Multicultural approaches seems to have worked. A culture is a distinct part of a human being and acknowledging the colour if that is part of a distinctly different culture is a sign of respect. Respect, not blindness to, the other is what is required.

    On the other hand, you must look at the age at which true innovation happens. Most mathematicians and theoretical physicists are done by the age of 30. The rest of their lives seem to be additive. (there are exceptions). On the whole, pure engineering such a bridge building is definitely better done by those with experience. Finding the middle course is difficult and is a source of hair pulling from those funding startups. The maturation of the computer industry is a good example of successful innovation building on experience. I think that there is a parallel with people such as AOC. The introduction of a guaranteed minimum income, which I believe to be inevitable, will be an example. Of course, other countries will lead the way.

    How about city transit? Works in Scotland. Doesn't work here. The problem becomes---where is does private work? As for financing being irrelevant, there are enough results of private-public-partnerships going off the rails to show you have no practical experience in this. Another "free market" pipe dream. As soon as the return is less than the cost of capital and a profit floor, it is off to the taxpayer to provide relief.

    I believe the concept of private vs public goods has been covered by the way things are usually done for such things as roads, sewer, water, etc. They are generally covered by government. It is rare to see private contractors bid on such things without profit guarantees. The issues with private-public-partnerships where the government ends up bailing out the private part have shown that government runs such things much better. Perhaps look at private woodlots vs public land for softwood lumber. The efficiencies of public ownership of lumber throughout the rest of the world brings about the requirement for protectionist legislation in order to make the private woodlots of the US profitable. This has been shown in so many WTO cases that the US lose on a regular basis.

    But it is still chatteled. Title is not a big thing. Think of what "fee simple" for property means in law. You can hold a title, but it is an object that can be seized.
