CL 16 Wayfarer copy water ballast boat?

I have acquired a CL 16 Wayfarer copy, one of the Canadian made 16s.  I like the boat, and we are bending sails today for the first time in the driveway, to take her out for a week tomorrow.    My wife and I will build new sails later in the year and take her (the boat, not my wife, she already cannot be told where to go) out in the SF Bay.  Thus far we have had the boat sitting while we dealt with several other disastrous projects.  Nothing but fun.  Here is my question:  It appears that on the internet there are multiple references to the CL 16 being double hulled. Does this imply water ballast?  Should the boat be sailed with lower plugs out in heavy air?  Forgive my stupid question.  The original owner did not sail it much.

No. It implies that there is more hull volume sealed that can act as flotation than a boat that is single hulled, generally speaking.
