Bottom fouling in flowing water?

Thinking about ways to keep the bottom clean(er) between cleanings. Would one of those de-icing propellers help by keeping the water flowing past the hull?

Not likely, unless you could get significant velocity. 

My boat sat in the Piscataqua river (New Hampshire/Maine border) on a mooring on the edge of a tidal eddy for a few years. The flow in the ebb was sufficient to polish the starboard side cleaner than the port side,  to the point the ablative paint was ~one coat thinner at the end of 4 months. That ebb ran about 5-6 knots for an hour or so at peak, the flood was maybe 2 kts. 

By comparison, I'm now in a slip in the Oakland Estuary, with perhaps a 1/2 -1 kt tidal flow and the difference is the sunny (South) side is more fouled than the shady.
