He did not apologise for mistakes his government has made under his leadership. Lesson in diplomatic speech 101. He goes on to say "We truly did everything we could and continue to do everything we can to minimise loss of life and to minimise suffering during a very, very difficult stage in a very, very difficult crisis for our country."
