As read on the press: After analyzing the accident between two sailboats during an International competition where both boats where seriously damaged and 2 of the 4 crews almost suffer injuries with the boat that pass over them, the ISAF race comity decide that, and for immediate application, all sailboat participating in a race inshore or offshore must have a anti collision system on board, which will warning sailors of the presence of other sailboats that may present a threat of collision. Such system is widely used in aviation and is called ACAS (airborne collision avoidance system). The name of the system is under approval by the comity, but our investigator found some of the name proposed: RusArg (in memory of the sailors who almost died in the accident), BADSAS (Bad Sailors Avoidance System).

After a formal request for help by both governments involved, the NTSB has said it will take about 3 1/2 years to complete their investigation of what went wrong in a collision between Russian and Argentinian sailboats this past weekend.

Okay, it's not funny, but RUS almost certainly just rounded down. If so, Arg was the ROW boat (leeward), and had no obligation to anticipate RUS's pending loss of control.
