It's been a little while but I never saw much sailing in Israel. I rented a hobie 16 in Tel Aviv in front of the Hilton once. Still have yet to understand how Israel won an olympic medal in wind surfing.

Ziv Levanon is the Hobie dealer in Cesaeria (between Tel Aviv and Haifa). Quite an active group there. He'll get you on something.
