Actually, it does. You just don't like the answer. Here's the 2013 update.
That doesn't seem right. I suspect because the CBO is continually adjusting and updating it's projections and only scores the final projection against actuals.
It would be like placing a bet on a football game and changing the point spread every time a team scores.
For example, Pelosi and Reid were very happy that the cost of the ACA came in at less than 1 Trillion dollars. Right now, I believe that the projection is approaching 3 Trillion.
