Add tubes for big beach wheels

I have 2 sets of old commercial beach catwheels for Hobies with big rubber tires.  The problem in air loss from these tubeless tires was that the axle housing was steel, which rusted into flinders.  Apparently the tires were glued to the steel many years ago. I attempted to fiberglass the old steel inside the axle housing which was a mess.  

 

Since the tires and original nylon of delrin? rod roller bearings are still good, I want to cut the steel out,  add a big inner tube  then put a PVC tubing liner inside and glue the tire bead to the PVC with-- probably --3M 5200. Also make a hole in the tire for the tube stem. 

 

Problem- The ID of the PVC has to match the original steel axle tube ID .

What if I still use PVC with the right ID, glue the inner tube in place, then fabricate a thinwall stainless steel tube to fit the tire bead ID?

Flinders. Quite descriptive word even if the reader doesn't know the exact definition.

"Nej. Borgy, boomp da Borgie vit meatballs".  My greatgrandfather lived on the island of Gotland in the Baltic. He was described as a "snickerer" which is a kind of blacksmith who messes around and makes stuff, fixes up other people's stuff, but never makes any money.  

Sort of like Governail, and me.
