As a taxpayer for over 4 decades I just love lines like this:

"Because the Army was not able to provide us with a full assessment of program costs, we were unable to address the issue that the
constituent raised concerning cost overruns for the MDARS Program."

So....since the Army was incompetent (or conveniently shredded documents) , the GAO could not address the issue?

This for a program that started at $1.7 mil and rose to over $20 mil and missed at least 5 deadlines? Nope, no evidence of cost overrun issues here....

As a taxpayer if you knew what "non-profit" companies like Mitre and Aerospace got in the past 25 years you'd probably have a heart attack on the spot.

That program is par for the course.
