Having said that, while I don't agree with his politics, he did work hard championing causes he believed in. Whether that balances his cowardice and lack of character at Chappaquiddick is something for the fellow at the gates to decide.

It resulted in an 100% increase in Fed funding for schools and stopped the practise of teachers passing failing grade students on to the next grade and establish base criteria and testing .
Unfortunately all the left could say {both contrary criticsms at the same time } was
1 - it was underfunded .
It increased funding 100% , yet it is never enough no matter what govt program and the costs of all govt programs always go way beyond original estimates as we all know .
2 - Bush was irresponcible in running up deficit spending -- So it was underfunded yet Bush spent too much ? You can't have it both ways .
Now that Pelosi and co have been in the majority for nearly 3 years they have set record deficit spending each year and are spending at 4 times the rate this year .
Other industrialized nations with more sound fiscal policy are already growing their economies --+.3 percent in Germany FR Japan etc YET OURS CONTINUES TO DECLINE ---MINUS .1 PERCENT DECLINE
The former president tried to reach out to the D party and its leaders in the senate like Kennedy and pass good legislation together ,--This president Obama and the poor quality of people advising him have no such intentions .
The results are damaging us all .

My opinion--
Kennedy was a classic elitist Liberal--super wealthy so it didn't matter what tax rates were; thought that government represented the solution to ALL problems. Both things I adamantly disagree with.
On TV this morning, he is being hailed as a great deal maker--working across the aisle to get things done. In the end, I am skeptical that deal making is a good thing. What we often end up with is legislation that doesn't do anything very well yet does lots of damage to lots of other things. If that is Kennedy's legacy so be it. I for one am glad he is no longer a Senator.
