The rule is in part 4 of the Racing Rules and it prohibits intentionally putting trash in the water. So...
You can put trash in the water accidentally;
You have broken the rule even if you retrieve the trash; and
The rule does not apply when you are not racing (i.e. before, between and after racing)
Seems a good idea that is not truly thought out.
