It's from San Fran not too far from where Low Speed Chase was caught inside. It shows how far outside of a break zone you need to travel to be safe. It also shows how not to get out once you realize you are inside. They looked like they were outside of the breakers until that massive set came in.
Ah well. I thought it was a good video.

It looks like you sister is memorializing inter vivos gifts so they are counted against inheritance. Pretty standard. By way of example: if one child gets $150,000 of gifts during the parents' lifetime that other children do not get, the argument is that child should not take an even split of the estate at the time of death. Put another way, the other kids should get $150,000 each before the rest is divided evenly. We don't know the facts of your particular situation, but it does not seem all that out of the ordinary and it would not be worth a lawsuit unless the upside were well into the six-figures.
Also, there could be a tax component your sister is thinking about as gifts over a certain amount are taxed differently from loans.
In California, mental competence to make testamentary acts is assumed and you have the burden to prove lack of mental competence. Alzheimer's and dementia get you out of the gate, but not across the finish line as the law presumes the testamentary act occurred during a moment of clarity. Same with undue influence and isolation (moving them into the double-wide).
