Need to go to FCC site and register your own. You can not transfer.

Ham radio is separate license. If you are not a ham you can not operate.

I wonder this is 2 different OA's responses as to how to implement the US Sailing’s Safety at Sea Committee overhaul of ISAF’s Offshore Special Regulations (OSR)?  The items mentioned appear to be from that list.

The YRALIS is not an OA,the indiviudual clubs who run the races are.
The Phrf certificate contains a category of day boat and indication of whether or not the boat meets Cat C requirements. These notations don't affect the rating but give the OA advance notice that they might want to take action rather than black flag a boat at starting line.
For decades the YRA has maintained equipment reccomendations which if written into the SIs can become requirements. They were developed as ISAF and USSailing regs didn't address local needs and to provide consistency for local boat owners.

I also don't think that jack lines for a Stratford Shoal finishing by 8:30 pm on a summer evening are needed.
