Pine sap removal

Try scrubbing bubbles. A friend who worked for SC Johnson suggested it to get pine sap off of a car. It worked quite well. Worst case, you're out $4. Since it is pretty gentle, you won't damage the boat.

Razor blade to scrape it off. The underneath layer left behind will be soft and then yield more easily to solvents.

I can scrape the goo nerds off cars without scratching the paint, gelcoat is a breeze.

That could be one approach.....I am not recommending this idea, as it is bad for the the environment.  However, chain saws work well.... to remove the offending tree, again not recommended for environmental reasons.   So we are left with chainsaw and  laser, is this the lowest environmental impact solution for removing the problem?
