    I'm sure they do and I'm equally sure they comply. They are way too high-visibility to slip underneath the administrative radar. They are plastered with advertising; there is no hiding the fact that it is a commercial enterprise.

    Oh they sit in them underway... under power. These never raise the sails ever. Not the demographic. This marks the 5th separate one I've seen. I haven't seen where they advertise, but they do seem to get business.
