Considering their history I don’t expect them to have a slow boat. They have a good design history, their only failure was the DOG match where Oracles winged sail was the decisive difference. 

I agree that things have greatly improved since the year 2002 when hired the best in the world. Swiss talent I’m sure is at a high standard, but would it be ranked best in the world ?

Just joking, of course New Zealand cant have a dispensation.  making the point that any rule can have strange consequences 

Maybe it should be a simple rule, if your raced in an America’s cup final, your considered a first tier nation. Or even a simpler rule based on population size, if your under 6 million you don’t have a nationality clause.

Nations with little Americas Experience will be allowed to hire foreign nationals.    Experienced nations would include Australia USA UK France Italy Sweden Switzerland  Spain New Zealand  Japan 

The whole of 2003 was an ugly affair, and ETNZ has a right to stop a repeat.
