    But the rules aren’t about visibility forward or distance from the helm, they are about crew members being substantially above deck when using the winches.  May not seem relevant to this type of boat, but their rules require it to apply.

    Yes, so Ultime Class adopts OSR so are bound by them. IMOCA replaces OSR with own rules. So this has no effect on HB, provided she sails in the IMOCA class rather than general classification.
