Passenger RORO's have a drencher system. big ass sprinkler system divided onto zones and big ass pump to drive them.  No power no drencher.  Fire in a vehicle deck full of cars and no drencher system and it's time for the lifeboats. I'd guess that these ships would have a similar system.

That's not a helicopter landing place, it's just a helicopter pickup station.  Fairly common on ships.
