I'd use polyester fairing compound. Not expensive, easy to get, fast. You can just shape it with a spatula as you put it in to get the slopes. Will sand quickly with 60 grit on a soft foam pad if you want to tweak the shape. Then put a coat of epoxy and/or Bilgekote on top.

I added nylon washers to my gooseneck. They didn't last. So I cut some squares of polyethylene sheet, drilled a hole, and used that. Doesn't need to be round. Held up much better. You ought to be able to get it pretty thin.
I move it to quart cans. Less air in the can that way.
International told me plastic cans would be ok. But I'm not sure about that. It seems to eat plastic too.
My experience with VC Offshore (North American type, with the vinyl solvents, rest of world has different VC/O), is that it eats through the cans. Because every can I've ever had has started to leak after between 0 days to 3 years of storage.

I took a look at a SJ23 at the marina here. Extrusion is about 4.75" x 3.5" teardrop shape. Looks like the same one as used on the SJ7.7 as far as I could tell.
If you repaint blue, or a dark color, any place you reprime will take more coats to cover. The primer will show though.
