Are they also counting the piers, storm breaks, and other things that we use to control our harbors. To make mediocre harbors useful, to make small harbors at all.  Etc?

This is a concrete example of a soft bank replacing crumbling bulkheads.   Ore carriers go up the Black River a fair ways but walking along the bank was park like.   It also minimizes flood impact.
