When it's done printing, the parts are taken out and the unused powder is separated for reuse. The parts then undergo a heating operation called sintering that fuses the powder into a solid block. I know a bit about additive manufacturing, not too much, but from what I do know, metal powder, deposited and baked, will never make tooling of the quality of gently-cut cold steel, because it's basically amorphous, the crystalline domains in well-protected cold steel are going to win in hardness.
It might help, but I suspect you still can't get those tight, naturally-grown domains with it. And sometimes you want an amorphous structure, it might work for things like turbine blades where you have to work with a single grain anyway. And it might work for some guns. But tool steel, I'm pretty sure no.
