There is no explicit limit, but the effective top range for the number 2 rig is around 30 knots, in very skilled hands.

The race officers are old skiffies, with quite a well developed sense about 'what is possible' and good knowledge of the strongest winds (S & WSW usually) dynamics.

So over 25 knots they think about some course mods, but solid 30 + NX has to be.

More than 20 years ago, Ovington BoatS got for me a Grand Prix Sailing video tape (probably 1995 season), with AAMI, Ella Bache, and others.
In the video, you can see Julian Bethwaite making his own carbon fabric, using quite large stripes (around 10 cm wide) of carbon UD at 90° directly in the hull mould.
