all of the above, a lower hounds (+prod support) stabilises a tall-ish skinny stick (whilst latest Jib luff-lengths are growing beyond what was previously considered normal)
plus it allows maximising the chord (?breadth) & Area of the heady whilst maintaining a slot that exhausts which is faster(imo) /more criticial on a boat that's doing serious speed upwind
Mast height restriction means they will look for any extra area anywhere in the plan ( e.g. the clew plates extending jib beyond the self-tacking track)
exhausting slot = speed (imo)
