Read the guidelines again from your link. It all changes after December 15th for domestic travellers. Sure will need to be fully vaxed and proof of negative covid test but otherwise the Tas border is open so the S2H can go ahead.
Of course the new variant could change this quickly but I personally haven't seen anything yet from official Tas govt sources.
