This is not a partisan issue
Regional disasters on this scale -should- not be a partisan issue. But unfortunately we live in a time when -everything- is a partisan issue, largely because of the culture war inherent to Republican vote-seeking.

Deregulation is absolutely a partisan issue.

Did the deregulation happen under the defeated ex-President?

Some people believe in accountability.
Mayor Pete blamed the defeated ex-president in the same way you did with the framing of your question.

I read this morning that hours after the defeated ex-president announced his intention to visit the site, FEMA reversed itself.

News story yesterday, security cam footage along the route saw several trucks (the wheel+bearing assemblies) of those cars red-hot and catching fire, miles before the derailment.

Sounds like a maintenance / QA-inspection problem. There are regulations about these kinds of things but my experience in industry is that enforcement is spotty and gets spottier any time there is a push to cut budgets or deregulate.
