The small town I grew up in had a police department of 3 officers and 1 car.  The department office was in the basement of the "town hall", which was a townhouse.

The garden in front of the town hall was frequently found to be hosting some impressively tall plants of marijuana.  Even though the statute of limitations has expired, I will not confirm my friend Eric was responsible.

The small town I grew up in had two cars and six officers.  One year, instead of buying Dodge or Plymouth police cruiser specials, they bought Volvo 260s.  They justified the 26X over the 24X as they needed the 6-cylinder for power (the highest speed limit in town was 30 MPH).  The cost of the Volvos was 3X the price of an American police special (leather seats, the works).

When they did that, we all know they were smoking something.

They never lived it down and their budget was cut in half in the following years.

Can't say I've ever had hash OR opium, but I don't think they are related...

The Nepalese was actually a brick of hash, covered in a thin layer of opium, with a gold seal impressed into it. I was impressed too. Excellent soft black hash, very deep high. The Afghan hash was usually a golden brown, dryer texture with a totally different stone.

This makes it very very easy to imagine how a judicial system would work, if set up by/for Navarro and guys like him.

Fiscal status? Rich. Sorry, sir, you're free to go. Poor: off to jail, where you will be offered the opportunity to work for several state-connected industries for a pittance.

If you're not white, but somehow happen to also be rich, you may (or may not) be given an opportunity to call your politically-connected pals to spring you from the evil clutches of the court.

But it would be sooper dooper fast and efficient, and we would get status updates nightly, in less time than it takes to pinch a loaf. The ratings would be bigly tremendous and everyone would be happy…except for the people determined by The Leader to be guilty.
