You're correct, he has been consistent on nationality rules, reducing costs but less so, if ever, on defending abroad. 
He could not get to a 100 % Rule in the last Cup because LRPP wouldn't allow it because they wanted to hire Spithill. If this 100 % National Requirement would have been in place Spithill wouldn't been able to sail for the Italians during AC36!

They could have put a clause to have worked for the team in the past for at least a campaign, if they wanted. A strict nationality rule, to be fair, should follow the same pattern as for the soccer national team (at least in italy). All  the people, with citizenship, either born in the country or, if born abroad, being direct descendants (parents, grandparents, great-grandparents).

It is an artificial nationality definition which allows existing teams to continue to use existing foreign nationals.  TNZ can continue to use any of their existing foreign nationals so can AM, Ineos and LR.  But new teams will have to be 100% nationals and NO and TS are excluded unless they can drum up an Australian team.

It prevents any kiwis sailing for anyone other than GD and/or New Zealand team which makes for easier salary negotiations.

Mine was hyperbole, I'm not so sure a 100% national rule is the best thing to implement. As you said, these are implementation made ad hoc to mantain the current assets. What I was meaning is : we want 100%? Ok then, but a real 100% and let's begin with JS, GA etc...

 
I don't think they were expected to be THAT strict Strider.

However, for me the real killer would have been if the design team had nationality rules applied and so yeah. Wankarelli might still be in.
If you want many challengers you cannot have nationality rules, in particular if they are enforced from today. Bye bye to all Swedish challengers.

Wrong, you don't want someone like Larry or Ernesto buy off the whole Kiwi Team like Ernesto did after 2003 because you don't have your own Sailing Talent to win.

A funny little aside, Blitzer. Many years ago, I bought  my first 'family' yacht. It was a trailer-sailer. At the time, I thought the seller of said sailer had spelt it incorrectly. But he was adamant he had not. I had to look it up too. ;-)

The main reason for restricting the Kiwis is a defense against what happened for the 2003 cup, it prevents anyone from buying all of the key members of ETNZ.

Yup. Good for TNZ.

Less good for the team members themselves who cant monetize their success.....although Im sure they are well bid for other events.

Less good for challenges from nations looking for experienced talent to help get their team up to strength.
