Who's saying that ROC doesn't have a right to be a nation? UN doesn't give them a seat perhaps, but Australia recognises their passports. ROC is self governed, and it's citizens can travel under passports issued by that government, with most if not all countries, including PRC, recognising those passports. Seems like that ticks most of the boxes for being a nation.

There are few countries remaining that support ROC's right to mainland China, but that's probably pretty reasonable. There would be few people left alive who were part of the Nationalist party of the ROC who were booted off to Taiwan 50 odd years ago. Today, most Taiwanese people will have been born there, and quite happy with that identity.
