A bullet going up 60,000' with enough oompf to puncture a weather balloon? That's over 11 miles.... UP.... As in against the gravitational pull. I'm not sure there's even a bullet made that can do that, and if there is, how accurate would it be?

The F35 has a ceiling above 50,000ft. The Air Force won't say how high, but I presume it is high enough to shoot down if necessary. Although by doing so, they would reveal far too much of the F35 capabilities, something I doubt they want to do.

20 mm AA cannon on WW II ships could reach 12,000 feet as I recall. They could target dive bombers only after they started their dive.

Shooting down a helium balloon is not easy. Back in WW I the RAF found out pricking tiny holes in Zeppelins was just an annoyance, they needed incendiaries. Helium is not flammable, so that won't work now.

I'd assume they would need to find enough signature to hit it with a missile, which would likely just put a through and through into the gas bag at great expense. It might be a good test of our missile reliability, though very embarrassing if we waste a couple on Chinese TV.
