you will salute all officers of higher rank and return all salutes to yourself

if any of these rules do not apply at the time .. you may not salute or return a salute to anyone

if you are not able to salute for any reason but a salute or reply would normally be required .. you will " brace up ' as the alternative

i recall the first time i saw broken trojan saluting a north korean officer .. all that went through my mind at the time was

Good question. The president may be the Commander in Chief, but he remains a civilian with command over the military. The Founders of this country did not want military control to be part of our working government. So the Marine wasn't saluting Biden; he was saluting the president's office.
Eisenhower was the first president of record to salute a soldier; it was given to a Medal of Honor recipient. I think that was highly appropriate for a former General of the Army. Other presidents have followed Eisenhower's distinction but not often to make it a habit. That changed during the Reagan Administration when the desire to attach the idea of power to the office became important. Thus, with the birth of the war president, the salute became somewhat commonplace.

Why 4 / not on a ship?

Combination of tradition and practicality.

Sailors often have some bit of ship's work in hand. Dropping it to salute could have bad results. 2nd, tradition is to never salute when uncovered (not wearing a uniform hat), and never salute under a deck (inside any part of the ship). In the US Navy we were instructed to only salute our ship's officers when seeing them the first time that day (if wearing hat and not inside, and not busy with something that would go BOOM if you dropped it), and to salute the flag at morning colors.

OTOH when we were rafted up to other ships, saluting THEIR officers was mandatory (subject to the above) and of course ashore it's open season. It was easy to forget, unfortunately.
