you will salute all officers of higher rank and return all salutes to yourself
if any of these rules do not apply at the time .. you may not salute or return a salute to anyone
if you are not able to salute for any reason but a salute or reply would normally be required .. you will " brace up ' as the alternative

Eisenhower was the first president of record to salute a soldier; it was given to a Medal of Honor recipient. I think that was highly appropriate for a former General of the Army. Other presidents have followed Eisenhower's distinction but not often to make it a habit. That changed during the Reagan Administration when the desire to attach the idea of power to the office became important. Thus, with the birth of the war president, the salute became somewhat commonplace.
