What you propose is impose your own preconceived bias onto patients, their families and their doctors.

Some medical conditions don’t deserve treatment unless you approve, although you can’t take the issue seriously & make no effort to learn about it.

So, no life saving surgery for those under 18? Does heart surgery alter the body? If a kid is in a car accident and needs to have a few plates and screws added to put them back together, you want the govt to say it's illegal? How about pierced ears? Oh, I'm serious, and it's hardly unenforceable. Several states have already enacted laws against acting on childhood perceptions and fucking with children's bodies in an attempt to simulate what they can never actually be. As the depths of this perversion sink in, I expect to see more pass such laws.
