Yeah, I think without tons more resources on rehab/treatment you'll just see more dead bodies.

Yeah, it's not as if this is a huge change when the cops have been dealing with addicts with a soft touch for years. Dealers are not suddenly going to offer the finest heroin instead of fentanyl.
