How about:
The experimental rudder-docking system held the boat in place, but some minor issues remain to be resolved before we roll it out to the whole marina.

How does a falling tide put the rudder on a pontoon? Not that I have a better theory.
At some moments very tall dock piles are visible in the video, indicating a pretty significant tidal range in the area. The boat could have been over where it got stuck at high tide. The rudder seems to be on concrete, not a floating pontoon.

But there also is a rudder(?) visiable in the top right corner, hanging in the air. Boats seem to be hoisted at this location, which made me think it was dropped from a crane.
