You would have a hard time hanging that ball
gets windy some times…important that an anchor ball can freewheel to a least resistance position and withstand a tight halyard

They are demonstrating both the proper use of the day shape and standing anchor watch. Truly shocking the number of sailors that leave the boat at anchor, going ashore for supper and drinks one supposes, without an alert watch-stander on duty. COLREGS Rule 5.
