I think that video does not say what you think it does.

I will say this about that: Whether or not equity is a good system depends on the specifics. The first time I saw it it pissed me off, because the recipient was a sharp math tutor getting extra time to take math tests. I thought about it a while and discussed it with her, and came away thinking that it was best for society that she get the extra time. I've seen and worked with it countless times in the form of 'reasonable accommodation' for injuries and disabilities, where it was almost always a very good thing for both parties but lowlifes certainly did try to abuse it.
