Let's hope the rules and the Umpires are also up to the task this time.
The rules up 'til now are holdovers from the cats. Reintroducing turns for penalties would be a marked improvement imo
The penalties have to be more severe than what you did to the opponent to get the penalty. Dropping an another team off their foils may be much more severe that completing your penalty turns while still on the foils.

I agree the penalties need to be meaningful, they also needs to be simple and clear - at the moment they are neither.
Circles are one way to go, it is the 'norm', but there may be others. Easy to give additional penalties this way too, not so much with 'drop off the foils'.

I doubt any of these boats could drop a full turn and still retain an advantage from a foul. That is a long distance at 40-50kts

AM was doing full foiling 360’s during training for the last cup. I remember it as a very quick maneuver. It would be done more in the mid 20 knots range.
