The penalties have to be more severe than what you did to the opponent to get the penalty. Dropping an another team off their foils may be much more severe that completing your penalty turns while still on the foils.Let's hope the rules and the Umpires are also up to the task this time.
The rules up 'til now are holdovers from the cats. Reintroducing turns for penalties would be a marked improvement imo
