last time I looked all the teams were set up in bases in NZ and didn’t need to do a dog and pony show around Europe and the Middle East in 40ft boats bought from the defender.

Why didn't they limit team size? How? If you're going to limit team size you have to say no team may outsource design or build to external companies. Everything must be done in house, from design, to build, to testing. There is NO WAY you can tell a team they can not out source. INEOS Team UK has out sourced design to Mercedes. Alinghi has out sourced, or at least partnered with Red Bull, Team NZ and LR have both out sourced different areas of design and build to external companies. So there is no REAL way to limit team size unless out sourcing is prohibited, and that realistically can not and should not happen.
They went with boats, because boats aren't the biggest cost of a campaign, the people are. Thats why the AC40 exists, so teams don't need to design and build their own test boats, cutting down on design resource and cost. One AC75 instead of 2, like last time.
A lot of people, especially on here have been bitching about costs, when really, in reality, there have been ways introduced to this AC that do reduce cost. The fact that teams choose to spend what ever they like, despite the effort to reduce costs, doesn't change that.

Exactly, they could have stayed home, but they didn’t.

Everything they changed in the rules is set up to benefit the ABNZ team itself. Not NZ, not nature, not the sport, etc.

- Make each team buy a small AC40 from ABNZ. ABNZ is using the AC to add credibility and fund the startup of a boat works.
- They tried to do the same thing with the Hydrogen boat, but that Is not working out the same way. But they are requiring other teams to waste money and resources on the effort.
- greatly restrict the boat development of the other teams to try an keep the huge advantage they have by designing the original boat class.
- Sold the AC home hosting rights to fund their team and owners
- Basically eliminated all team competitive intelligence gathering by only allowing generic “common” observations. Again keeping the NZ original design advantage.

Cheaper than what? Than last time? They certainly did.
The only way to make it "cheaper" is to cap the budgets of teams. Even if the AC was in Opti's, teams will still find a way to spend hundreds of millions of dollars.

Down here we have had the wettest winter that I can recall. The ground is saturated, can’t even mow the lawn without leaving ruts and muddy tracks all over the place. Ground water levels are so high, that our drainage soak away system is also full of water. That is also a first. The other thing that is absent is wind, which has the most drying effect on the ground. A lot of years, despite good rainfall, because of lots of SW wind, the ground around our place is cracking by November. We have had a seriously abnormal amount of NE winds this year as well…..

No guarantees when Lake Gairdner will be dry enough. It isn’t just the lake, but the vast catchment area as well.. At a guess unlikely to be dry enough this side of the new year.

there is no such thing as "a convenient way of gathering extra data and testing systems." If you're trying to win or defend the Cup, you do as much as you can, at every step, and ignore the distractions.

They're an Americas Cup team, taking on different projects in order to contribute to the end goal which is winning the Americas Cup. Are they going to race Horonuku in the AC? No, does breaking a wind powered land speed record mean anything when it comes to the AC? No, but it does provide teams a way to hone their skills in between cycles.

Traditionally the AC truism has been that the thing you never have enough of in the AC is time.
But NZ have devoted much time to this land speed project. And they have done so instead of an LEQ12. Is that because they didn't have money for an LEQ12 but could get separate funding for a land speed attempt?

Or is it that they are absolutely confident in their sim and design already? Latter would seem arrogant.
Or is there another reason?

With AC40 and hydrogen chase boat to validate hydrodynamic data and AC40 and Land yacht to validate aero-data it will be the most tested system out there. Yes some teams are drawing heavily on F1 tech. But their systems and calcs are optimized for 200kph+ calcs.

Glenn's need for speed? And it was a good build project to keep the shop employed and tuned up. Why no LEQ12 is another story, etnz wrote the rule perhaps they are happy with the ac40 as a test mule.
The land yacht sports a stock airfoil sail, no underwater appendages. I guess if we see it clustered with instrumentation it might be a tell but I reckon it's an agricultural adventure.

The lack of build options in the protocol encourage the use of a sim. AFAIK you can only build one set of full sized foils (75), one hull etc. Their sim is top notch, why wouldn't they leverage that advantage?

You can build more than that for an LEQ12, hence why the surprise that more aren't using them
