Did they, or did they not, conclude that Trump committed obstruction?
Who is "they"?
This is pretty much of a "Where were you at 7PM on the evening of Friday, Sept. 2, 2022?" Question.
I have certainly concluded that Trump committed obstruction of justice, on many occasions..... But I'm not one of those "They"s that matters, am I?

When will you admit the truth that the Mueller Report did not exonerate Trump or his campaign?
I'll do that right now. Mueller did not exonerate Trump. Now, did they conclude that he committed obstruction of justice?

I am a low level government contractor. Every year I have to take and complete a couple of courses - the most appropriate here is "Unauthorized Disclosure of Classified Information and Controlled Unclassified Information" another is "Privacy at DHS" - have to pass a quiz on each and state I understand, agree and commit to following all the procedures with sensitive information. It's required. Don't and you won't work. I refuse to believe that TFG and all his sycophants haven't had the same at a minimum so all the whining from the clowns is ignorance or apathy (don't know and/or don't care). The first course is very detailed down to not leaving anything on your desk and/or a copier. It's a big deal.

Lock them up. And while incarcerated require them to take and pass those courses.

And cut out the Dog Shit dude. It's embarrassing.

Mr. Mueller listed the many ways in which the defeated ex-President obstructed the investigation. I quoted that, so you didn't need to do too much reading.

He then detailed why he could not recommend charges.

I guess you feel a diplomat that kills an American, then runs back to their home country and avoids prosecution because of Diplomatic Immunity, has not committed a crime because they weren't charged.

From your own citation...

"Mueller, however, refrained from recommending prosecution, saying that there were “difficult [legal] issues that would need to be resolved,” in order to reach a conclusion that the crime of obstruction of justice was committed by Trump".

Now, after reading that can you answer the question, did Mueller conclude that Trump committed obstruction of justice?

They play by far different rules. My original TS clearance was held up because my ex-MIL was born in Canada. So what if she immigrated 7yrs before I was born and naturalized the year of my birth. Jared Kushner's father is a convicted felon. And everyone under the Trump umbrella if not privileged could not get a clearance to view Reader's Digest in a WH bathroom due to their foreign contacts.

I refer you to my post you just quoted. He detailed the ways in which the defeated ex-President interfered/obstructed. Then, he stated political issues prevent him from stating the obvious.

Pretend this involved Hillary or Hunter and try to convince us you’d be playing the same semantic angle.

I don't think they can get him for mishandling documents. They may well get him on obstruction.

For the movie about TFG, his family and sycophants I suggest:

The Fat and the Flurious.

And Dog - is it ignorance or apathy because you don't know shit about document requirements.
