Not strictly absolutely true! I handled Top Secret info & documents... initiated many, in fact! But it had to do with the material condition & readiness of a major military asset, the US Navy warship aboard which I was stationed. That ship was melted down for razor blades about 20 years ago, so I think I'm safe in mentioning it.

Classified document creep is a thing. When you work with these things all day, every scrap of paper becomes classified. Why? To cover your ass just in case whatever you are saying is 7 degrees of separation from a subject that actually should be classified eyes only. Imagine if you worked in a law office and every email, memo, brief, court document etc etc was marked classified. Are you going to treat every scrap of paper like it was a Torah?
