Looks vertical to me.

The non-vertical rudder pivot axis from raked transom induces false feedback from the rudder when it is off-center (and probably extra drag).
For fun, you could shim out the upper transom bracket on one boat and compare. Screw them both through a tapered filler piece so they are aligned (may be able to just bend the lower to align)
