I buy a new pair of boat shoes. But i don't know that how to wear boat shoes on any occasion.

Boat shoes are only for wearing when on the boat

ashore …for formal appearances like yacht clubs, weddings, or appearing before the judge , you wear flip flops

One should only wear boat shoes with shorts and white knee high gym socks.

Also make sure they're on the correct foot, they are way more comfortable that way (unless you're in the 105 fleet, then it won't really matter)
