let's make a list of what she needs:
.. everything.

idk. most boats in that yard moving forwards. but just a couple going the other way.
Well, according to Cree Partridge at Berkeley Marine Center in SF Bay CA, centerboard, rudder mast and boom is there. If one focus on just getting her ready to sail, and not the esthetics, it is probably worth the effort.

No main bulkhead - but does have something resembling ring frames. Not sure why so many stringers C-Flex construction perhaps? I'm not overly familiar with that type of construction, so just a guess. Daggerboard would need to be swapped out for a keel for any type of racing. I suppose that what appears to be lead ingots in the bilge could be melted down to save a few bucks on a new keel.

I like Whitings designs, but I can't see how anyone in their right mind would touch this with a 10 foot pole.

Just imagine to extend the deck of Savoy Truffle all the way over that transom, to make the best of an IRC conversion. Imagine a downwind. Compare King One after that surgery:

Compare the work planned of the deck extension aft on a sister ship to the Jean Berret design King One:
