I went hunting for the unedited video. Turns out the witch is talking about hoping that Boards of Supervisors won't certify the results in their counties, one Supervisor having voted to certify but saying he did it under duress due to threat of being arrested on a felony charge. She's evil but not (there at least) calling for violence nor fighting the police. That's video is from the 'media entity' of Steve Bannon and Charlie Kirk. Lots of crazy there.
