I wondered the same thing - I think it was largely because of an inadequate ammo supply.
If you were confronted by 1000 rioters and only had a 14 round mag I think you'd try to avoid escalating things.
That said, if the front row of assholes had been shot down I suspect the rest would have melted away - they were all ignorant cowards after all.
Gunfire at the Capitol probably would have lit a fire under the other agencies that were cowering all through it as well.

There should have been more martyrs. They could make a whole holiday for them and erect statues in their public squares.
It seems that one factor is that they were not well trained on mob/riot control and were unsure of when different levels of force were justified in a quickly evolving mass mob situation. Unfortunately, as I understand it, they were not equipped with non-lethal dispersal tools and had no middle ground between melee and their sidearms.
It is atrocious what happened, but I am relieved that the officers were hesitant to use deadly force. I think we are better off working through this using the justice system than we would be dealing with the aftermath of a “Massacre at the Capitol.”
As to how the CP ended up in that situation in the first place, that is a can with many worms in it.

Apparently there was lots of data around about what was really about to happen, so it boggles the mind, that the CP were not prepared with reinforcements on standby.
