Having nuclear power does not mean there will be nuclear war as your cult assumes. Rickover spoke directly. He acknowledged that humans might do something sub-human but I did not read him saying that he wished nuclear power had not been invented.
As for your mysterious submarine commander, he remains elusive.
For comparison I searched for my two submarine commanders from 1967-1971, Captain Walter A. Brooks USN and Captain Warren Chase USN.
Nothing especially remarkable about them but they both came up.
I then searched for Captain Tom Rogers USN.
Two came up but neither served in submarines or was prior enlisted.
It's like he never existed.
