It's sure looking like it. Musk has killed it in record time. People are leaving in droves, and there aren't many willing to pay for a blue check mark that only means you are stupid enough to pay $8 a month. There are as many bots with blue checks as real people now.

It's looking like all the upstart attempts at a Twitter replacement are stuck between web2 and web3 right now. There probably won't be a dominant replacement until web3 gets more widespread adoption in the gaming industry and the onboarding process smooths out for new users. Epic/Unreal is currently leading the way there with a recent update to license agreements that give users ownership of whatever they make on the platform. The revenue model of having users pay the platform for the privilege of creating the value of the platform is on borrowed time.
