The most frequent DH winners are Ex27's and M24's, both boats with strong enough fleets that if anything, they're penalized by PHRF.
I don't think forcing everyone to a measured rule makes sense for the Pac Cup, there's too many small boats and family programs on tight budgets.
If that's not your scene, there's always the Transpac.
