In a statement on open TV, the Peruvian president said he had taken the decision to establish "a government of exception to restore the rule of law and democracy".
In the speech, he announced the following measures:
- Dissolve "temporarily" the Congress
- Establish an emergency and exceptional government
- Call for elections for a new Congress
- Draft a new Constitution within nine months
- Establish a temporary government of exception
- Impose a curfew between 10 p.m. and 4 a.m. local time
- Demand the return of illegal weapons to the state, under penalty of imprisonment
- 'Reorganise' the judicial system, including the judiciary, the prosecution, the National Council of Justice and the Constitutional Court.
And WTF does "government of exception" mean?
Is he appointing himself head of the Committee For Public Safety?
I'm starting from zero here. What is their Congress impeaching him for? He's only been there since July 2021. What's the backstory?

"No one owes obedience to a usurper government, nor to those who assume public functions in violation of the Constitution and the law. The civilian population has the right of insurgency in defence of the constitutional order. Acts of those who usurp public functions are null and void."

Thank you, I had never heard this phrase in this context.
It's a muddled mess, from what I can see up here. Castillo is a Marxist, predictably hated bitterly by the political right and most of the wealthy, accused of corruption (and there are some indications this might be at least partially true, I dunno) and having a hard time keeping people in his Cabinet. Turbulent personality?
I hope for the best for the people of Peru. This looks like it's going to be messy.
