In a statement on open TV, the Peruvian president said he had taken the decision to establish "a government of exception to restore the rule of law and democracy".

In the speech, he announced the following measures:

  • Dissolve "temporarily" the Congress
  • Establish an emergency and exceptional government
  • Call for elections for a new Congress
  • Draft a new Constitution within nine months
  • Establish a temporary government of exception
  • Impose a curfew between 10 p.m. and 4 a.m. local time
  • Demand the return of illegal weapons to the state, under penalty of imprisonment
  • 'Reorganise' the judicial system, including the judiciary, the prosecution, the National Council of Justice and the Constitutional Court.

Peruvian Congress in session, they have just voted to impeach the President:

( If I'm understanding correctly 'vacancia' = 'vacancy' )

I'm starting from zero here. What is their Congress impeaching him for? He's only been there since July 2021. What's the backstory?

I know nothing, but as a South American, I can reasonably guess that there are no good guys or good sides, just a momentary confluence of interests, mixed in an ocean of incompetence and buffoonery, in the middle of a rhetorical storm.

One hour ago, Peruvian Congress official twitter:

"#CongresoInforma l Faced with President Pedro Castillo's decision to unconstitutionally close Congress, the public is informed of the following."

"No one owes obedience to a usurper government, nor to those who assume public functions in violation of the Constitution and the law. The civilian population has the right of insurgency in defence of the constitutional order. Acts of those who usurp public functions are null and void."

Looks like s*** is about to get real. We had a president try to overthrow our government but he failed. Hoping the best for the people of Peru

And WTF does "government of exception" mean?

It's bad:

Thank you, I had never heard this phrase in this context.

It's a muddled mess, from what I can see up here. Castillo is a Marxist, predictably hated bitterly by the political right and most of the wealthy, accused of corruption (and there are some indications this might be at least partially true, I dunno) and having a hard time keeping people in his Cabinet. Turbulent personality?

I hope for the best for the people of Peru. This looks like it's going to be messy.

Perhaps I have not chosen the best English translation.

Again, as a South American, I can tell you that it is almost never about left or right down here. Almost always about tribes and momentary confluences.

As for Marxism, this is South American Marxism, that is, there are dozens of flavours, and they hate each other. Incidentally, I read that this president Pedro Castillo, as a young peasant, was once a paramilitary patrolman defending the peasants against the terribly brutal Marxist-Maoist Shining Path guerrillas.

I hope it all turns out well, too.

And Alberto Fujimori started out as an economic reformer. Time brings changes.

I recall reading about the Shining Path terrorist campaign and being glad we didn't have people quite that virulently fucked up, here. Closer to it nowadays.

2 hours ago, Dina Boluarte, vice president of Peru:

"I reject Pedro Castillo's decision to perpetrate the breakdown of constitutional order by closing the Congress. This is a coup d'état that aggravates the political and institutional crisis that Peruvian society will have to overcome with strict adherence to the law."

1 hour ago, Peruvian Congress:

"The #PlenoDelCongreso session is scheduled for 3:00 p.m., where Vice President Dina Boluarte will be sworn in as President of the Republic."
