It's hard to fathom how a territorial govt. that is chronically underfunded, and hog tied by regulations, and restrictions could possibly prepare for an emergency like last year's hurricanes..... Look at the Texas floods, and the damage in S. Florida.... Both places much better funded than PR, and still billions of Fed FEMA money poured in..... PR.... FEMA sat in tents waiting for people with no communication, and nearly no transportation to find them.

 I'm not Blaming the FEMA employees, I blame the bureaucracy that made the rules, and set the standards.

 In my world, if you know there's someone who needs help, you don't wait for them to come find you, you go find them, and offer aid.

So the Jones Act prevented Puerto Rico's government from having a competent disaster relief plan?  it prevented the Government from having a proper death certification program?   

Did you read the study?   It's pretty harsh on the Puerto Rico government planning and backs up FEMA's position on the relief efforts.

Read the study.   your list of excuses don't apply.   Puerto Rico's disaster plan was outdated to the tune of only being ready for a cat 1 hurricane.  Being governed by a liberal... you'd think public safety would have been a top priority.   (that and the fact they are geologically located in a hurricane highway)

Living waaaay down upon a Suwanee River, you must not think it is important to read the study that everyone is talking about.... and just go off of media consumption and "Trump is a liar" mantra….

Let's just hope one day you'll understand that it is wise to read the source of the information, not the opinions of the source.

The USA took them from Spain. They had no voice in the matter (Except that they could have pulled a Cuba, and been squashed)....

 The US Govt. has let a few wealthy families basically run rampant over the island, and ignored the majority population.

 Right now I don't know, but in 2008 the biggest cash crops were rum, and smuggling illegal immigrants from the DR and Cuba to the mainland..... The rum is untaxed. The smuggling is unreported.

If you had 100 acres of land, and the USG decided to declare you a territory, but you had to pay your own way, and then the USG gave tax incentives to wealthy people to move onto 10% of your property, tax free while still expecting you to pay taxes on the rest of it, would you be happy?

Truth lies close to the high end but the highest number includes a lot of ass covering.
