It is a win for tens of thousands of rail workers who worked tirelessly through the pandemic to ensure that America’s families and communities got deliveries of what have kept us going during these difficult years. These rail workers will get better pay, improved working conditions, and peace of mind around their health care costs: all hard-earned. The agreement is also a victory for railway companies who will be able to retain and recruit more workers for an industry that will continue to be part of the backbone of the American economy for decades to come.I thank the unions and rail companies for negotiating in good faith and reaching a tentative agreement that will keep our critical rail system working and avoid disruption of our economy.

Do ya suppose the other way to avoid a shutdown could be to force the oligarchs to give a few sick days to the workers? I hear that is the sticking point. Say…force the execs to cancel one of their retreats to Jackson Hole? Or slow down the stock buybacks? Or, as I have noticed, cut back on the PR ad budget that has been selling us on the idea that railroad corporations are great?

Basically they want paid sick leave. They asked for four days sick leave and are going to get zero. From a different article:
"Members of the unions that rejected the national contract proposal have been meeting with lawmakers, urging them to go beyond both the emergency board’s recommendations and the national contracts, said Tony Cardwell, president of the Brotherhood of Maintenance of Way Employees.
The union’s 23,000 members rejected the national contract because it didn’t include one of their main requests — four paid sick days a year, Cardwell said.
The maintenance workers were considered essential employees during the Covid-19 pandemic, and many of them got sick after traveling to sites in crowded buses, Cardwell said. Others lost wages after being forced to quarantine at home without paid sick time.
Under the current system, rail workers can be disciplined or fired for calling in sick. The members have been asking that any legislation include a sick-leave provision, since the workers were willing to walk off the job for it.
“You need to give us what we otherwise would get in the strike,” Cardwell said."

IMHO this is a mis-step for Biden. If those workers are important enough to be deemed "essential" (which sounds nice but it basically means you're fucked) then they should be important enough to get reasonable benefits.
This is also a serious mis-step for capitalism, last time I checked employers were not supposed to force their employees to work against their will.

Four days paid sick leave is nothing in the overall financial picture; it's very reasonable, should be granted, then the problem goes away.

Oddly, I just read an article about the contract, and that article said they were asking for 15 days. 4 days sounds very reasonable, even a little light.

I think a big part of the problem is not the "4 days" thing but the precise planning / essential worker thing, where they can't call in sick on short notice because the time block planning is too inflexible with too few people available to fill in... which of course saves the corporation a fuck-ton of money.
It doesn't do you much good to have paid sick days if you need to give (say for example) 48 hours notice you need to use one.
